This is according to the report from The Times which said that Manchester United have made an offer for Jude Bellingham.

According to the aforementioned publication, Jude Bellingham will only leave Birmingham City for Manchester United or any other club if the proposed team is ready to send the player back to the Midlands club for the next 18 months until the summer of 2021.
The player also has reservations about getting enough playing time when he signs for the Red Devils.
He is already a regular for Birmingham City this season and that would be almost impossible at a big club like Manchester United.
Bruno Fernandes is a top midfield target for Manchester United and they have already made several offers for the player but Sporting Lisbon are holding firm on their €80m valuation.
