Chelsea can sign players but they can’t register them yet until their two-window transfer ban is over.
The Blues were given a transfer ban after they were found guilty of breaching contract relating to the signing of foreign cunts underage players.
Chelsea were able to sign Mateo Kovacic permanently during this summer’s transfer window after the Croatian international midfielder spent last season on loan.
The Blues had already registered Kovacic before the transfer ban.
