EPL giant, Chelsea are reportedly preparing to make an offer for West Ham United midfielder Declan Rice according to Chelsea reporter Simon Phillips.
The Blues have been linked with the 21-year-old England international all summer and the aforementioned English journalist said that the time is now right for the club to make a bid to bring Rice back to Stamford Bridge.
Chelsea have spent the most on transfers this summer and the spendings have not stopped with the Blues closing in on the signing of a new goalkeeper.
Simon Phillips revealed that Chelsea will soon wrap up a deal for Rennes goalkeeper Edouard Mendy.

The Blues are expected to sign the Senegalese international for £27.5m, add-ons inclusive, thus making him their eighth summer signing.
The Premier League giants have signed players like Timo Werner, Xavier Mbuyemba, Thiago Silva, Ben Chilwell, Hakim Ziyech, Kai Havertz and Malang Sarr this summer.
Despite the transfer splurge on the seven players totalling £230m, Chelsea have not signed a midfielder.
The Blues are expected to focus fully on the signing of a new midfielder after the deal for shot stopper Mendy has been concluded.
Declan Rice is the top midfield target for Chelsea and his club, West Ham United have set the asking price of £73m for him.
