The Blues have made seven signings this summer and they have made the decision to stop at the end of the eighth signing which is expected to be a goalkeeper.
Rennes goalkeeper Edouard Mendy is the prime candidate with reports stating that a transfer fee of £18m will be enough to sign him.
The seven signings at Chelsea this summer include Timo Werner, Xavier Mbuyemba, Malang Sarr, Hakim Ziyech, Ben Chilwell, Thiago Silva and Kai Havertz.
Chelsea have splashed almost £250m on transfers this summer and a possible transfer for Declan Rice would be over £60m.
Declan Rice left Chelsea at the age of 14 and has been able to establish himself for both club and country after the setback of being released by the Blues.
