The report via Sky Sports said that the Gunners are eyeing Jorginho as a possible replacement for the outgoing Lucas Torreira.
Uruguayan international Torreira is closing in on a loan move to Atletico Madrid in the Spanish league though the club is yet to reach an agreement with the Gunners.
Arsenal want an obligation to buy at the end of the loan deal for Lucas Torreira, while Atletico Madrid are only keen to put option to buy the player when his proposed loan contract ends.
Arsenal manager Mikel Arteta was the assistant manager to Manchester City boss Pep Guardiola when the Citizens tried to sign Jorginho from Italian club Napoli in 2018 and he has retained that interest in the player.
