PSG had earlier demanded for the £200m (€222m) spent on him when they signed the Brazilian attacker in 2017.
The French champions activated his release clause at Barcelona to sign him two years ago.
Long-term Manchester United target Neymar spent four years at Barcelona and he is keen to return to the club after spending two years in the French capital of Paris.
It remains to be seen whether Barcelona would be able to re-sign the PSG attacker by saying YES to their demand.
