The French giants secured his transfer from Barcelona after they activated the release clause in his then contract with the Catalans.
Since his transfer to PSG, Neymar has endured an injury-filled two years at the club but that has not stopped him from having a good goalscoring record.
Long-term Chelsea target Neymar has scored 51 goals in 58 appearances in all competitions for PSG.
Barcelona have to raise funds and also free their wage bill so as to make an offer for Neymar.
The Catalan giants have some funds from the €40m sale of young Brazilian winger Malcom to Russian Premier League outfit Zenit St. Petersburg and will need more to re-sign the aforementioned Neymar.
