Chelsea have spent the most money amongst European clubs during this year’s summer transfer window and it looks like their transfer splurge has not ended according to the Daily Express.
The Blues have spent almost £250m on transfers this summer and the report via the aforementioned British media outlet stated that the West London giants have agreed on personal terms with Declan Rice paving the way for the club to sign him if they can agree on a transfer fee with the Hammers.
Declan Rice spent the majority of his youth career at Chelsea before he was released at the age of 14.

Declan Rice is an important member of the West Ham United squad and he has a valuation of £80m on his head.
Chelsea will take their transfer splurge over the £300m mark this summer if they are able to re-sign the midfielder with the Hammers reluctant to lower their asking price.
The Hammers hierarchy came in for some rough treatment from the fans earlier this month following the sale of young winger Grady Diangana and the sale of Declan Rice would even cause more problems at the club.
